The University has been established under rural environs in memory of Sir Chhotu Ram, a man of high caliber, widely read person, highly motivated, strongly innovative and with a strong empathy with those from the impoverished and deprived segments of the society. His conceptualization of the real needs had no boundaries of State but only the targets he had set for the beneficiaries and the means for their realization. It was these attributes that made him a sought-after person when developmental needs were to be assessed and plans formulated. In fact Bhakra-Nangal hydro project was his imagination which could be realized much after his death but the targets set by him are still being realized. He was a real son of the soil and the University established has necessarily to integrate itself with his ideals and deeds.
