Job Description
a) Name of the Post: Chief Treasury Officer

c) Location: Head Office Guwahati, Assam.
d) Qualification: Graduation in Finance or equivalent.PGDM/ MBA from a Tier 2 or 3 college/ CA strongly preferred)
e) Experience: At least 15 years of relevant experience with minimum 7-8 in Banking or Financial Institutions/services with thorough understanding of markets, hedging, investments, bank account management and internal funds flow
f) Job Description:
1. Ensure that the treasury strategy and related strategic plans are developed, implemented and are aligned with the vision and mission of the Bank
2. Develop and oversee the implementation of policies, procedures and controls covering all areas of Treasury division activity so that all relevant procedural/regulatory requirements are met
3. Understand, manage, and supervise all aspects of cash flow and perform financial modeling
4. Ensure that sufficient funds are available to meet ongoing operational and capital investment requirements
5. Forecast daily cash requirements and execute daily financing decisions
6. Direct, monitor and trade investment portfolios; manage long-term and short-term investment strategies
7. Forecast cash flow positions, related borrowing needs, and available funds for investment
8. Work closely with the treasury back office operations team to ensure functional objectives are met
9. Support to maintain Cash Reserve Ratio (CLR) and Statutory Liquidity Ratio (SLR)
10. Assess performance benchmarks and recommend changes when warranted
11. Review and recommend changes to the investment policies based on the market conditions
12. Evaluate and implement cash management, ALM and transfer pricing processes, systems and guidelines to optimize efficiencies
13. Oversee execution of deals for investing, trading and funding purposes in SLR securities, non SLR securities, lending and borrowing products etc.
14. Evaluate alternative long-term borrowing strategies and make recommendations in accordance with the capital structure guidelines
15. Recommend, implement and maintain process improvements; gather and present information on market trends and directions
16. Identify trading opportunities and avenues for the Bank
17. Ensure compliance with relevant legislation
18. Advise on the organization’s reserves and investment policy
19. Support investment of bank’s funds taking into consideration risk and liquidity
20. Liaise with financial rating agencies to ensure compliance to stated guidelines
21. Ensure greater focus on priority sector lending sales planning. Any other additional responsibility could be assigned to the role holder from time to time as a standalone project or regular work. The same would be suitably represented in the Primary responsibilities and agreed between the incumbent, reporting officer and HR.
