4. Key Responsibilities & Eligibility Criteria
a. Primary duties and responsibilities shall pertain to all finance works relating to the DDU-GKY project. Project appraisal. Review and Analysis of Public Financial Management System (PFMS). Supervising auditing process of Project Implementing Agencies. Collection of Market Intelligence on financial health of Project Implementing Agencies and subsequent follow-ups. Supervising recoveries and penalties. Generation of internal and external financial reports as per requirements under DDU-GKY. Undertake any financial activity mentioned in DDU-GKY SOPs & guidelines. Support Program Management. Training & Capacity building of SRLM/PIA staff, as and when required. Any other work assigned from time to time.
5. Educational Qualification: Must be a qualified Chartered Accountant (CA)/ ICWA with Graduation Degree from a recognized university. MBA (Finance) or equivalent qualification from reputed institute will have additional preference
6. Experience Essential Experience: Minimum 5 years post CA qualification experience (excluding period of articleship) in auditing & accounting, ideally in a project related setting; ability to establish recognized procedures to account for fund/ grant use. Candidates with prior experience in DDU-GKY projects will be preferred
7. Other Criteria: Candidates should have proficiency in reading, writing and speaking in English and Hindi language. The Candidate should have excellent knowledge of MS Office with proficiency in MS Excel & power point.
8. Remuneration:
i. The selected candidates will be paid consolidated monthly remuneration in the range of Rs 60,000/- to Rs 80,000/- (u/s 194 J of the IT Act) based on the experience and educational qualification.
ii. The candidate will be liable for tax liabilities as per Income Tax Act & Rules in force and the tax will be deducted at source.
iii. No accommodation shall be provided by NABCONS at New Delhi.
iv. The candidate will be eligible for travelling allowance, halting allowance and local conveyance facilities for official travel as applicable from time to time under the projects of Skills vertical.
v. Leave eligibility shall be of 01 (one) day per month during the contract period as per NABCONS policy.
vi. Other than the above, candidates will not be eligible for any other benefits/ allowances such as like leave encashment, performance bonus, leave travel concession, etc.
9. Contract Period: The PBCS will be appointed on contract basis initially for a period of five months, which can be extended based on performance review.
