Full Time Sector Expert

Qualification in Details:

Full Time Sector Expert (Contract basis)

1. Roles & Responsibilities for Sector Expert (Full Time) – Fertilizer Sector

Support BEE in development/ revision of Sector / Sub-sector specific Proforma and Form 1; Assist in the process of identification and formulation of Normalization factors and their formulae; Assist in development of sub sector specific M&V protocol and manuals; Review of Baseline audit reports for Baseline SEC and Target SEC of notified DCs; To educate the DCs on normalization and calculate parameters of individual plant during M&V phase by way of analyzing M&V reports; Training needs fulfillment of Accredited Energy Auditors/ Empaneled AEAs/ Energy Managers of the DCs on normalization, Form-1 and M&V Protocol; Technical assistance for analysis of the data submitted by DCs for Normalization calculation of individual plants; To support BEE in legal Compliance/ litigation etc.; Any other work assigned by Competent Authority.

2. Qualifications & Experience: Should have an engineering degree with Sectoral experience in Energy Management/ Operations & Maintenance/ technical evaluation of Energy Savings. Should have minimum 5 years of experience in the Fertilizer sector along with experience in energy management, plant process and evaluation of techno-economics of energy efficiency measures. BEE Certified Energy Auditor/Manager will be preferred. Involvement in PAT related activities will be given preference. Preference will be given to those having held suitable positions in plant level not less than that of Asstt./Deputy Manager of PSU or on equivalent position in private sectors.

2. Roles & Responsibilities for Sector Expert (Full Time) – DISCOM Sector

a. To revisit and analyze the baseline year date, if needed; Support BEE in development/ revision of Sector / Sub-sector specific Proforma and Form 1; Assist in the process of identification and formulation of Normalization factors and their formulae; Assist for amendment of rules and regulation; Assessment for awarding ESCerts/penalty check verification;

b. Qualification & Experience: Should have an Electrical Engineering degree with Sectoral Experience Experience in Energy Management/ Operations & Maintenance/technical evaluation of Energy Savings. Should have minimum 5 years of experience in the DISCOM sector along with experience in energy management, plant process and evaluation of techno-economics of energy efficiency measures. BEE Certified Energy Auditor/ Manager will be preferred.

3. Roles & Responsibilities for Sector Expert (Full Time) – Transport Sector

a. To revisit and analyze the baseline year date, if needed; Development/ revision of Fuel Efficiency Standards for various vehicle types, including Electric Vehicles & charging infrastructures;; Development of strategy for Energy Efficiency in Transport Manufacturing/Services/Other related areas/sectors; Implementation of policies in Transport Sector; Support to BEE in various committee meetings for Transport Sector; To support BEE in legal Compliance/ litigation etc.; Any other work assigned by Competent Authority.

b. Qualification & Experience: Should have Mechanical / Automobile / Electrical / Electronics / Electronics & Telecommunication Engineering degree with Sectoral experience in Transport Sector. Should have minimum 5 years of experience related to Energy/Emissions in the Transport Sector. Preference will be given to those having held suitable positions in Institute/Industry/Associations at plant level not less than that of Director or from equivalent position in private sectors.

4. Roles & Responsibilities for Sector Expert (Full Time) – Petrochemical Sector

a. To revisit and analyse the baseline year date, if needed; Support BEE in development/ revision of Sector / Sub-sector specific Proforma and Form 1; Assist in the process of identification and formulation of Normalization factors and their formulae; Assist in the process of identification and formulation of Normalization factors and their formulae; Assist for amendment of rules and regulation; Assessment for awarding ESCerts/penalty check verification; To coordinate the quarterly meeting of Sectoral Technical Committees including preparation of background papers and progress reports; Assist in development of sub sector specific M&V protocol and manuals; Review of Baseline audit reports for Baseline SEC and Target SEC of notified DCs; To educate the DCs on normalization and calculate parameters of individual plant during M&V phase by way of analysing M&V reports;

b. Qualification & Experience: Should have a Chemical/Petro Chemical Engineering degree with Sectoral Experience. Experience in Energy Management/ Operations & Maintenance/technical evaluation of Energy Savings. Should have minimum 5 years of experience in the Petrochemical sector along with experience in energy management, plant process and evaluation of techno-economics of energy efficiency measures. Should be conversant with existing industrial energy efficiency technologies BEE Certified Energy Auditor/ Manager will be preferred.

5. Roles & Responsibilities for Sector Expert (Full Time) – Railway Sector

a. To visit and analyze the baseline year date, if needed. Review of Baseline audit reports for Baseline SEC and Target SEC of notified DCs. Support BEE in development/ revision of Sector / Sub-sector specific Pro-forma and Form 1. Assist in the process of identification and formulation of Normalization factors and their formulae. Assist in development of sub sector specific M&V protocol and manuals. To educate the DCs on normalization and calculate parameters of individual plant during M&V phase by way of analyzing M&V reports.

b. Qualifications & Experience: Graduation in engineering degree with Sectoral Experience Experience in Energy Management/ Operations & Maintenance/technical evaluation of Energy Savings. Should have minimum 5 years of experience in the notified sectors along with experience in energy management system in relevant sector, plant process and evaluation of technoeconomics of energy efficiency measures. Preference will be given those having experience in Rolling stock department in railways/Railway PSUs/Railway Related industries/Infrastructure Industries.

6. Roles & Responsibilities for Sector Expert (Full Time) – Building Sector

a. To associate in preparation of media related leaflets, brochures, awareness and outreach material etc. Provide technical assistance and guidance to the ECBC Implementation Team in BEE. Support in conducting training and capacity building workshops on ECBC for professionals. Facilitate development of building design guidelines and tools for the design of energy efficient buildings Support in developing new building designs incorporating ECBC measures Facilitate implementation of ECBC in new buildings.

b. Qualifications & Experience Should have a Bachelor’s degree in engineering/architecture with sectoral experience in Energy Management / Operations & Maintenance / technical evaluation of Energy Saving / Compliance with Energy Efficiency codes & standards / Building Energy Simulation software / Green Building Ratings (LEED, IGBC, GRIHA, etc.) Should have minimum 5 years of experience in the sectors along with experience in energy management, evaluation of techno-economics of energy efficiency measures, energy simulation and compliance with energy codes. Should be conversant with existing building energy efficiency technologies.

7. Roles & Responsibilities for Sector Expert (Full Time) – Climate Finance Sector

a. Support for development of policies and programmes for sourcing climate finance. Support for development of budget coding systems to source climate finance for energy efficiency/ climate change activities. Coordination with International Development / Financial Institutions suchas IFC/ World Bank/ ADB / GCF etc. for leveraging Climate Finance. Provide policy and programmatic advisory related to climate finance to support document development, data mining/ analysis related to climate finance. Study of international fiscal/ monitory policies and internationa experience on climate financial projects.

b. Qualifications & Experience Bachelors in Engineering /Economics / Finance / Business. Post Graduate in Business Administration/ Finance or M.Sc. OR M.A. in Economics with Finance as a subject. Climate Change/ Sustainability/ Environment/ Energy Efficiency knowledge will be given preference. Over 5 years experience preferably in climate finance related sourcing of international finance for energy efficiency.

8. Roles & Responsibilities for Sector Expert (Full Time) –Aluminium Sector

a. Provide sectoral technical support related to implementation of PAT scheme. Development of Sector/ Sub-Sector specific Form -1, M&V protocol, manuals, Normalization factors and their amendments if needed. To coordinate the quarterly meeting of Sectoral Technical Committees including preparation of background papers and progress reports. Coordinating with the stakeholder/designated consumers in organizing conferences, workshops etc. Preparation of a step by step procedure for adjudication. Formulation/amendment of Rules and Regulations and EC Act.

b. Qualifications & Experience Should have an engineering degree with sectoral experience in Energy Management/ Operations & Maintenance/ technical evaluation of Energy Saving. Should have minimum 5 years of experience in the notified sectors along with experience in energy management, plant process, and evaluation of techno-economics of energy efficiency measures.

9. Roles & Responsibilities for Sector Expert (Full Time) – Banking Sector

a. Provide advisory support to BEE on Energy Efficiency financing; Developing inputs for policy formulation on energy efficiency financing (including Venture Capital Funds); Conducting financing assessments to identify potential funding sources for EE projects; Coordinate with stakeholders such as banks, NBFCs, Associations of banks/NBFCs, RBI, etc.; Assist in data collection, verification, analysis, etc.; Support for development of strategic policy/position papers and briefing notes; Support in engagement of bilateral and multilateral organizations; Support in capacity building of all stakeholders.

b. Qualifications & Experience Should have a Degree / Post graduation degree in relevant field from any UGC recognized University such as Finance, Banking or Business Administration or Economics Should have minimum 5 years of experience in the bank/NBFC/Public Financial institution at a senior position (not less than Manager) for handling funds, project financing, credit analysis and assets handling especially in energy/renewable energy/infrastructure sectors.

10. Part Time Sector Expert (Contract basis)

a. Roles & Responsibilities for Sector Expert (Part Time) – Pulp & Paper / Aluminum / Cement Sector: To revisit and analyze the baseline year data, if needed; Support BEE in development/ revision of Sector / Sub-sector specific Proforma and Form 1; Assist in the process of identification and formulation of Normalization factors and their formulae; Assist in development of sub sector specific M&V protocol and manuals; Review of Baseline audit reports for Baseline SEC and Target SEC of notified DCs;

b. Experience: Should have minimum 25 years of domain experience in the existing sector with experience in energy management, plant process and evaluation of techno-economics of energy efficiency measures. Preference will be given to those having held suitable positions in plant level not less than that of AGM/GM of PSU or from equivalent position in private sectors.

11. Roles & Responsibilities for Sector Expert (Part Time) – Banking Sector:

a. Provide advisory support to BEE on Energy Efficiency financing; Developing inputs for policy formulation on energy efficiency financing (including Venture Capital Funds); Conducting financing assessments to identify potential funding sources for EE projects; Coordinate with stakeholders such as banks, NBFCs, Associations of banks/NBFCs, RBI, etc.; Assist in data collection, verification, analysis, etc.; Support for development of strategic policy/position papers and briefing notes; Support in engagement of bilateral and multilateral organizations; Support in capacity building of all stakeholders.

b. Experience: Should have minimum 25 years of domain experience in the bank/NBFC/Public Financial institution at a senior position (not less than Manager) for handling funds, project financing, credit analysis and assets handling especially in energy/renewable energy/infrastructure sectors.

12. Roles & Responsibilities for Sector Expert (Part Time) – Transport Sector:

a. To revisit and analyze the baseline year date, if needed; Development/ revision of Fuel Efficiency Standards for various vehicle types, Electric Vehicles & Charging Infrastructure; Development of strategy for Energy Efficiency in Transport Manufacturing/Services/Other related areas/sectors; Implementation of policies in Transport Sector; Support to BEE in various committee meetings for Transport Sector; To support BEE in legal Compliance/ litigation etc.; Any other work assigned by Competent Authority.


b. Experience: Should have minimum 25 years of domain experience related to Energy/Emissions in the Transport Sector.

Preference will be given to those having held suitable positions in Institute/Industry/ Associations plant level not less than that of Director or from equivalent position in private sectors. Competent Authority at BEE reserves the right to relax the above experience requirements for candidates applying for “E-Mobility Category”. In this case, candidates with specific & relevant experience in EV / EV charging infrastructure / Manufacturing / Consultancy to State / Central Governments shall be preferred.


Age Limit: Maximum age limit should be up to 40 years in respect of Full Time Experts and 65 years in respect of Part Time Sector Experts as on 01.01.2019.
