Job Description

1. Post: Consultant Cb – Negd, New Delhi

2. Roles and Responsibilities: Job Objective: The objective of this job is to assist Sr. General Manager (Capacity Building), National e-Governance Division, in the entire gamut of Capacity Building & HR activities, implementation of Capacity Building schemes and HR Policies pertaining to e-Governance in States and Central Line Ministries and in the National e-Governance Division.

3. Key Deliverables:

A. Capacity Building

a. Understand the vision of Capacity Building and support the Management team in its implementation as per the stated guidelines

b. Conceptualise Capacity Building requirements for e-Governance in the immediate and long term

c. Development of Training framework including TNA, design delivery and evaluation of training.

d. Collaborate with the key government departments in rolling out the projects under CB Scheme

e. Interact with specialized agencies in the private and public sector for training and development including development of training programs using multimedia, e-learning and online learning

f. Collaborate with teams in States/ UTs for the successful implementation and scaling up of the implementations

B. HR: Support the Management in the development of SOPs /operational guidelines for implementation of HR policies for e-Governance including:

(i) Competency assessment for various positions

(ii) Benchmarking of compensations

(iii) Talent acquisition and management

(iv) Performance Review

(v) HR Budgeting

a. Organizational Development and Change Management, Manpower planning, Identification of training needs of NeGD resources followed by preparation of Training Calendar and Training Budget for implementation

b. Review manpower plan and vacancies and chalk out the recruitment plan

c. Co-ordinate and manage the entire recruitment activity

4. Experience, Qualification and Competency areas: Experience:

a. Core HR experience viz HR Policies and processes, talent acquisition and management, Performance Appraisal, Competency Mapping, Compensation Benchmarking. Training & Development

b. Project Management. Experience of working with Government organizations is desirable

c. Project management experience and experience of working in a Multi Stakeholder Management would be desirable

2. Qualification and skill sets:

a. Graduation with PGDM / MBA in HR

b. Communication Skills

c. Document writing, drafting

d. MS Office Tools

3. Desirable Qualifications: ISTD Diploma in training and development, Certification in L&D
