Job Description

NHSRC is seeking applications from eligible candidates for the position of Consultant, Health Care Financing for its branch office – Regional Resource Centre for North Eastern States (RRC-NE) at Guwahati, Assam.

5. Objective:

As Consultant, Health Care Financing at regional level, the objective is to build capacities for technical assistance and programme management in Health Care Financing and also to facilitate the implementation of the approved related activities along with midway corrections at State/ district level in North Eastern States. The Healthcare Financing Division, RRC-NE has a mandate to work on:

a. Institutionalization of health accounts in NE States.
b. Develop framework/system for rationalization and improvement of fund flows under National Health Mission with a focus on performance-based payments. 
c. Documentation of strategic purchasing and best practices in healthcare financing models to improve efficiency, quality care and equity.
d. Costing of healthcare services for appropriate pricing of public health services and health insurance packages.

6. Key Responsibilities: Support production of annual health accounts for Union and States using health accounts production tool.

a. Support improvement of methodologies and identification/use of new data sources for health accounts, Conduct large scale surveys to get health expenditure data from NE States, Enterprises and NGOs.
b. Support work on concepts related to Financing of Universal Health Coverage and methods for monitoring financial progress towards UHC and SDGs.
c. Publish research regarding healthcare financing policy, budgetary allocations and expenditures and household out of pocket expenditures.
d. Support documentation of strategic purchasing and best practices in healthcare financing models to improve efficiency, quality of care and equity.
e. Support Costing of healthcare services and work on team-based performance incentives. 
f. Participate in expert meetings, committees of government/other institutions representing RRC-NE/NHSRC on aspects related to healthcare financing.
g. Assist Healthcare Financing team in organizing workshops, seminars, conferences and trainings at central, regional, district and facility level, on the theme of Healthcare Financing in general.
h. Any other assignment as assigned by Director, RRC-NE/Executive Director, NHSRC/ MoHFW
7. Output: Timely accomplishment of task and responsibilities and regular reporting to the Director, RRC-NE at the end of every month

8. Qualifications and experience:

i. MA in Health Financing or
ii. MBA in Health Financing or
iii. MA in Economics or
iv. M. Sc in Economics or
v. MA in Public Policy or
vi. MBA in Finance.

9. Essential: i. At least 2 (Two) years of post-qualification work experience of working with health sector with focus on healthcare financing.

10. Experiences:

i. Preference may be given to those applicants, who have directly worked with analysis and planning of Union and State Health Budget,
ii. Computer proficiency with high level of familiarity with commonly used packages like MS Word, Excel, Power Point & Web surfing to search relevant data & documents.
iii. Excellent communication and presentation skills, analytical and interpersonal abilities, excellent oral and written communication skills in English.
iv. Demonstrated ability to work in a multi-disciplinary team environment.
v. Knowledge in Health systems development desirable.
vi. Willingness to travel to states & districts to collect technical information and ability to subsequently synthesize information into research evidence. 

11. Travel and subsistence: The Consultant should be ready to travel extensively to State/District/Block/village levels. All travels must be authorized in advance by Director, RRC-NE. The Consultant shall be reimbursed for travel as per NHSRC rules.

12. Consultancy fees: The Consultant will be paid a consolidated monthly fee as per NHSRC HR Policy (within Rs.60,000/- to Rs.1,20,000/-).
