Job Description

National Mission Manager / Retainer Consultants-M&E  job Position in Deendayal Antyodaya Yojana – NRLM

National Mission Manager– Farm Livelihoods

Qualification  :   Post Graduate Degree in any Discipline from reputed academic institution; Candidate with Master’s Degree in Agriculture, veterinary science & animal husbandry, forest management, will be given priority.  Candidates with full time 2 yrs Diploma in Management from institutes of repute like IRMA, Manage, NIAM, IIM, XISS, TISS ,any other may also apply. 

Experience  :   Minimum 15 years, of which s/he should have at least 5 years of experience  at the senior management level and 5 years experience in the field level implementation of diversified livelihoods farm Initiatives.

Desirable :  Experience in livelihoods promotion for rural poor. Experience of working with state and national level large scale Poverty Reduction/Livelihoods programme will be given preference.  Candidate with experience in enterprise promotion, business advisory services, forward and backword linkages would be given priority in the farm livelihoods for the farm livelihoods section. 

Pay  :  Level -L1, Minimum Rs. 1,20,000/- to 1,60,810/- per month plus travel related reimbursable as per NRLPS norms

National Mission Manager- Non- farm -livelihoods and Enterprises

Qualification  :   Candidates with a Post-Graduation degree or full time 2 years Diploma in management from an institute of national and international repute or with professional qualifications like CA/ICWA/CFA.

Experience  :  Minimum 15 years of experience out of which S/he must have at least 5 years experience at a middle/senior management level of working in operations for profit enterprise / in implementing non farm livelihood interventions.

Desirable : Preference shall be given to : Experience of managing a large scale program in livelihoods promotion for rural poor and /or

Experience in enterprise promotion, business advisory services, forward and backward linkages.

Pay  :  Level -L1, Minimum Rs. 1,20,000/- to 1,60,810/- per month plus travel related reimbursable as per NRLPS norms

Mission Manager – MIS

Qualification  :  B Tech (Computer Science or IT)/ M Tech (Computer Science or IT) /MCA from a reputed University.

Experience  :  Minimum 8 years of experience in software development in a reputed software development firm. He/she should be well versed with the following languages, database and  environments:           Javascript, JAVA, Ajax, RDLC, ASP.Net , Crystal Report etc; Database like PostgreSQL, MySQL, SQL Server, etc; Linux and windows environment.

Desirable : Experience in design, development and management of MIS for large scale social development/ livelihoods/banking sector projects. Experience in leading software development teams would be given preference.

Pay  :  Level - L2, Minimum Rs. 1,00,000/- to 1,34,009/- per month plus travel related reimbursable as per NRLPS norms

Mission Manager – Community Institution & Capacity Building

Qualification  :   Post Graduate Degree in any discipline from reputed academic institution

Experience  : Minimum 10 years of work experience of which s/he should have at least 5 years’ experience at the National/State level in the community mobilization, institution building and capacity building of rural poor in a large scale community driven development project/poverty reduction project/livelihoods project. 

Desirable : The person should have capabilities in implementing social mobilization strategies for poor in large scale poverty reduction programme. S/he should have experience   working with community institutions in rural areas. Developing strategy for identification, developming, of community resource person (CRP), master trainers, training manuals and leding capacity building programme. Programme management skill would also be required with experience counted in terms of ability to navigate procurement of partners, managing partnership and leading a team of experience professionals/experts, etc.

Pay  :  Level - L2, Minimum Rs. 1, 00,000/- to 1, 34,009/- per month plus travel related reimbursable as per NRLPS norms

Retainer Consultants-M&E 

Qualifications : M.A. Degree or equivalent in Economics, Social Sciences, Management, Political Sciences or related field; Ph.D. in the related field would be preferred. 

Experience : Minimum 15 years of relevant experience at the national or international level; Extensive experience in project design, design of M&E systems including MIS; Wide ranging experience in conducting impact evaluation, process monitoring, and assessments in the areas of rural development, and a range of studies such as thematic studies, poverty studies, studies on financial inclusion & livelihood promotion and studies involving community based institutions.Good research, presentation and communication skills

Post Level : Category “A” (Rs. 1,00,000 to 1,50,000/- per month or Rs.6,668/ day to Rs. 10,000/ day for a maximum of 15 days in a month.

As NRLM follows a demand driven strategy, the States have the flexibility to develop their livelihoods-based perspective plans and annual action plans for poverty reduction. The overall plans would be within the allocation for the state based on inter-se poverty ratios.
