Job Description

Parliamentary Reporter/No of Post: 04 (1 - Hindi and 3 - English)

Pay Level:  Level 10 

Eligibility Conditions: For deputation/ foreign service:

i. By selection of suitable officer(s) working in the lok Sabha Secretariat or the Secretariat Of th egislative Assembly of a State/ Union Territory, olding a post duties of which primarily involing Of verbatim proceedings of Legislati ebates.

ii. Provided that no such person would be ppointed on deputation/foreign senrice if the basic pay and dearness allowance being drawn by him is less than the basic pay and dearness allowan missible to direct recruit appointed in the grade of parliamentary Reporter in the Secretariat by more than 20%.

iii. All eligible candidates will be required to clear tenography test with a minimum shorthand speed of 160 w.p.m in English/Hindi. However, if sufficient candidates possessing shorthand speed of 160 w.p.m not available, then candidates possessing shorthand speed of 140 w.p.m may be selected.

The origin of the second Chamber can be traced to the Montague-Chelmsford Report of 1918. The Government of India Act, 1919 provided for the creation of a ‘Council of State’ as a second chamber of the then legislature with a restricted franchise which actually came into existence in 1921. The Governor-General was the ex-officio President of the then Council of State. The Government of India Act, 1935, hardly made any changes in its composition.
