Job Description
Hands on experience in preparing, implementing
HSEF Systems and Procedures in Oil and gas,
Refining, Petrochemicals Projects during construction,
pre-commissioning & commissioning phases of the
Project.
Perform HSEF functions in accordance with approved
HSE Plan.
Monitor and make sure PMC / EPC Contractor carry
out works in compliance with HSE Plan, Codes,
Standards and Project Specifications.
Assume ownership of HSE Function at Site to support
Project Manager to complete the Project as per
Schedule.
Thorough understanding of Permit Systems in an
operational Plant.
Ability to prepare, review, approve Method
Statements, Work At Height, Work in Confined space,
Barricading of excavated pit/ earth & Operation area,
Rigging Plan of Normal and Critical Lifts.
Ensure Project / Company HSE goals are achieved.
Manage interface issues with other disciplines (like
Process, Electrical, Piping, Civil & Structural and
Mechanical etc.) during, FEED, execution &
commissioning.
2 Routine Work Responsible for performing daily inspection of HSEF
Activities performed by PMC / EPC Contractors.
Participate / Conduct Risk Assessment, Safety
Orientation Program, Daily Tool Box Meetings and
Periodic Training Programs.
Review / Approve Contractor HSE Plan, Fire
Protection Plan, Scaffolding/ Working Platform Safety
Plan, Electrical Safety Plan, Emergency Plan, Risk
Assessment Plan, etc.
Verifying that all safety reports are submitted related to
government institutions.
Co-ordinate for timely issuance of Permits (Cold / Hot /
Work at Height, Confined Space Entry) with
Operational Team.
Correct unsafe acts / conditions, ensure correct usage
.

of Personal Protective Equipment (PPE) by Contractor
personnel at different locations of Site.
Inspect all Lifting Equipment, Lifting Tools, Electrical
equipment validity, Scaffolding / working & access
platform prior to its use. Maintain Test / Inspection
Record of all Lifting Tools and Equipment.
Review / Approve Rigging Plans for all erection
activities.
Conduct/ participate/ record the periodic Safety Walk
through, Safety Audits.
Monitor, Record and Report Safety Statistics on Daily,
Weekly and Monthly basis.
Report Incidents, Near Misses, LTIs to Project
Manager.
Conduct Incident Investigations, Safety drills and
exercises on managing emergency situations.
Safety watch during critical construction activities like
movement and erection of heavy lifts, elevated &
confined working.
