Job Description
Job Summary:
A Tender Executive is responsible for the preparation, submission, and management of tender documents, with a particular focus on analyzing and entering competitive rates in the BOQ (Bill of Quantities). The ideal candidate will have at least 1 year of hands-on experience in tendering, rate analysis, cost estimation, and bid documentation in sectors such as construction, infrastructure, engineering, or services. The Tender Executive works closely with the project, procurement, estimation, and finance teams to prepare accurate and competitive bids that align with both client requirements and company profitability goals.
Key Responsibilities:
1. Tender and Bid Preparation:

Study and analyze tender notices, drawings, technical specifications, eligibility criteria, scope of work, and BOQs received from public or private clients.

Collect all necessary documentation and certificates (e.g., company profile, licenses, financial records, technical experience, EMD, etc.) required for bid submission.

Coordinate internally with the estimation, procurement, and finance teams to collect necessary inputs for preparing the bid.

Fill in and submit BOQ formats accurately with estimated rates, cost breakdowns, and justifications.

Ensure timely submission of tender documents—whether online (through portals like GEM, CPPP, or eProcurement) or offline—with proper formatting and required enclosures.
2. Rate Analysis & Cost Estimation:

Conduct rate analysis based on market research, supplier quotations, internal historical data, labor and material costs, overheads, and profit margins.

Identify cost-saving alternatives and value engineering options that could enhance the competitiveness of the bid.

Collaborate with the procurement and engineering teams to validate material specifications, availability, and current market prices.

Prepare comparative statements and bid summaries to support decision-making by management.
3. BOQ Management:

Interpret the BOQ items, verify quantities, and ensure correct units and item descriptions are understood.

Accurately enter unit rates, quantities, and total amounts in BOQ sheets.

Check for any discrepancies, missing items, or unclear specifications in the BOQ and seek clarification from the client, if required.

Support in preparing modified BOQs during tender negotiations or after the technical evaluation process.
4. Bid Evaluation and Documentation:

Analyze competitor bids (if available) and identify pricing trends, technical gaps, and winning strategies.

Maintain a library of previous tenders, bid results, and pricing models for future reference.

Prepare internal bid review documentation and support the management in making go/no-go decisions.

Follow up on submitted bids and assist in the preparation of clarifications or presentations during the evaluation stage.
5. Coordination and Communication:

Liaise with clients, consultants, and government bodies for clarifications, addendums, and bid result updates.

Collaborate with internal departments (projects, engineering, legal, finance, etc.) to collect necessary data for accurate and timely submissions.

Maintain a calendar of tender submission deadlines, EMD expiry dates, and validity periods to ensure compliance.
6. Compliance and Tender Portal Management:

Ensure that all bids comply with the relevant legal, commercial, and technical requirements.

Upload and manage tenders on government and private portals (e.g., GEM, CPPP, state portals) as per guidelines.

Manage digital signatures (DSC), e-tokens, and credentials needed for online bid submissions.

Track status of submitted bids, technical evaluations, financial openings, and awarded tenders.
Technical Skills:

Strong working knowledge of Excel, especially for BOQ formatting, rate entry, and formulas.

Familiarity with tender portals like GEM, CPPP, MSTC, or similar e-procurement systems.

Understanding of estimation software or ERP tools is a plus.

Ability to read and interpret engineering drawings and specifications.
